What is the problem or opportunity?
In 2018, the City commissioned a consulting engineering firm to produce a street maintenance improvement report (the report was partially updated in 2021). The report included the assessment and rating of the road pavement condition for all streets. While other factors should also be considered when prioritizing roadway improvements (e.g., condition of underground infrastructure, available funding sources, contractor mobilization for previously approved projects), an objective and up-to-date assessment of road pavement conditions is vital to making informed and timely decisions re maintenance and rehabilitation.
What can be done to address it?
The City could adopt a policy to annually or biannually assess and rate the road pavement condition for all streets. The process could also include the internal identification of streets with relatively high traffic volume to indicate the potential for more rapid deterioration than other equally rated roads.
